Sixteen years inside the technology that sovereign capital is now buying

Samir built his career in telecom, lawful intercept, encryption, data localisation and cybersecurity — on staff at Intersec, Myriad and Thales. These are not sectors adjacent to government. They are sectors where the state is the counterparty, and where sovereignty was never a marketing category.

Programmes of that kind are not won on price. They are won because a government decides it trusts the people delivering them — slower to build, more durable to hold.

That leaves three assets, and they compound. A network that no longer resembles a client list: the engineers and directors of a decade ago now run national programmes or direct the capital that funds them. Knowing what a state actually means when it says it wants control of its data — which technologies deliver that, and which merely claim it. And the ability to turn both into business development: reading where the technology is going, and placing the right partner in front of it before the market does.

He has also acted as a landing partner for startups entering the Middle East — incubation, go-to-market, local partnerships, and the introductions to capital that follow.
